Politiques Agricoles et Productivité de l'Agriculture au Mali

Abstract : The purpose of this thesis is to examine first the total productivity of the factors of agriculture in Mali and 6 countries in West Africa. Second, it assesses the impact of public agricultural spending on Mali's real agricultural value added. To achieve this, we used a linear programming model, the "Malmquist index" and 2 regression models "ARDL and VAR". The data processing was done under software R version 3.4.4 (2018-03-15), RStudio-1.1.453 and Stata 2016. At the end of the results obtained, first Mali and the 6 African countries of the West show an increase in Malmquist indices favourable to total factor productivity from linear programming. Otherwise, we see that this productivity is supported more by technological efficiency than by technical efficiency. Second, the regression from the ARDL model indicates that, current agricultural expenditure in administrations (lndepfit), agricultural area (lnsup) acts positively on real agricultural value added (lnvaar) in the short term while expenditure in the agricultural sector (lndepinvit), the agricultural population (lnpop), agricultural equipment (lnequi) vary negatively. In the long term, expenditure (lndepinvit) and agricultural equipment act positively on real agricultural value added, while the other variables act negatively. However, the regression from the VAR model reveals that the active agricultural population is a significant variable which positively impacts real agricultural added value and agricultural equipment. In addition, current agricultural expenditure and agricultural equipment are not significant, but the variable agricultural equipment has a positive influence on the agricultural area. The real agricultural added value is significant and has a positive impact on agricultural equipment. We also note that real agricultural added value, area, population, and agricultural equipmentrespectively cause the increase in the active agricultural population, the use of agricultural equipment and real agricultural added value. The increase in real agricultural added value is due 100% to its own innovations during the first 4 years and 40% on average will come from the current agricultural expenditure, the area, the active population and agricultural equipment on the horizon 21 years old.
